in dynamic passive the focus is on the action that happens to the subject while static passive focuses on the result of said action to the subject.

for example :
dynamic : -the grass is being cut. - the grass gets cut.
static : the grass is cut.

tl;dr : pasif dinamis fokus ke hasil sedangkan pasif statis ke aksi.
note : pasif statis jarang dipakai, lebih seringnya dianggap slang.
